Survey of Faculty Who Teach Online

The Coalition on Contingent Academic Labor (COCAL X) and the United Association for Labor Education (UALE) seek participation in the On Line Teaching Working Conditions Survey from all faculty members who teach online for the purpose of gaining information on wages and working conditions. The organizers hope that the results will lead to organizing for improvements. CAA encourages you to take the survey and to forward its link to any relevant lists or individuals.

The survey is for anyone teaching online in colleges or universities. The project committee aims to collect a range of working conditions: how much people get paid, how many hours they work, whether they have union representation, how many students they have in a class, and so on. When the committee collects enough responses to get a sense of what’s out there, it will categorize the examples as “good,” “bad,” and “ugly” in an attempt to establish some kind of standard of what decent working conditions for online teachers—who are suspected to be largely contingent—might look like.

If you do not want to give your name when completing the survey, simply type in random letters in the box for the first question. No names of individuals will appear in the final (or draft) report, and no raw data will be circulated outside the committee that is working on the project. However, the group does need the name of your institution, the one through which you are teaching the class with the working conditions that you are describing.

Please complete this survey even if you filled out the previous draft survey. The current one has been updated to reflect comments that the organizers received from those who took the previous survey.

The CAA Board of Directors has endorsed a policy paper, released on September 19, 2012, which calls for increased funding for the arts and humanities, among other subjects.

Calls for Strengthening Partnership between Federal Government and Research Universities

The Association of American Universities (AAU) today proposed for the next Administration a detailed agenda for strengthening the partnership between the federal government and the nation’s research universities as a means of fostering innovation, prosperity, and economic growth.

The paper also lists steps that universities need to take to strengthen the partnership and improve the ways they carry out their missions of education, research, and public service.

AAU will provide the policy paper, entitled “Partnering for a Prosperous and Secure Future: The Federal Government and Research Universities,” to both major Presidential campaigns.

For some of its key proposals, the paper relies on the recent National Research Council (NRC) report, “Research Universities and the Future of America: Ten Breakthrough Actions Vital to Our Nation’s Prosperity and Security.” AAU is an association of leading public and private research universities that focuses on national and institutional issues important to research-intensive universities, including funding for research, research and education policy, and graduate and undergraduate education.

The policy paper issued today provides recommendations for government and for universities in the following areas:

Addressing the nation’s fiscal challenge. The report calls for “a balanced approach that seriously and thoughtfully addresses entitlement programs, which are a primary source of long-term spending growth, and incorporates substantial tax reform that is designed both to encourage economic growth and to raise revenues needed to reduce the deficit.”

Cultivating human capital by strengthening access to college. The report calls on the federal government to sustain vital student aid programs, especially Pell Grants, and ensure that student loan programs encourage sound borrowing and manageable repayment plans. It also emphasizes the importance of universities controlling costs while sustaining educational quality, providing appropriate institutional financial aid, and ensuring transparency about costs as well as financial aid.

Attracting and developing talent by strengthening graduate and STEM education and reforming immigration laws. To strengthen graduate education, the report calls on universities to become more efficient by increasing completion rates and reducing time-to-degree and to strengthen pathways for students in a broad range of careers, not only in academia. It calls on government to adopt career development initiatives designed to supplement and expand fellowships and traineeships.

The report notes AAU’s five-year initiative to strengthen undergraduate education in the science, technology, engineering, and mathematics (STEM) disciplines and urges government to encourage such initiatives.

The paper also calls for comprehensive immigration reform as well as specific reforms designed to “turn immigrant talent into American talent,” including establishing a clear pathway to citizenship for advanced STEM degree graduates from US colleges and universities; enacting a version of the DREAM Act to help make it possible for children whose parents brought them to the US to attend college; and gradually replacing the seven-percent-per-country cap limitation for employment-based green cards with a first-come, first-serve system for qualified, highly skilled immigrants.

Fostering new ideas and discoveries. The report urges the next Administration to follow through on the NRC’s recommendations for sustaining federal support of basic research, including full funding of the America COMPETES Act. It also expresses support for allocating research funds by merit review as well as for sustained funding of the National Endowment for the Humanities.

Ensuring a regulatory and legal framework that encourages innovation. The association calls for regulatory reform to simplify and make more efficient the regulatory framework governing federal research and higher education programs. It also urges maintaining the current legal framework for university technology transfer, as set forth by the Bayh-Dole Act; developing proof-of-concept and gap funding programs that would support the translation of ideas generated with federally funded research into viable commercial products; and rejecting proposals that would allow faculty to be “free agents” and directly commercialize federal research results. To further promote innovation, AAU calls for legislation to encourage federal research agencies to build and interconnect public-access repositories of peer-reviewed articles developed from the research they fund. The association also advocates policies that support expanding public access to both domestic and international research repositories.

Encouraging other sources of support for research universities. The policy document calls for federal initiatives to encourage states to live up to their obligation to support public higher education, including federal-state matches that require maintenance of effort by states. The report also calls for extending and improving tax policies that aid students and families in financing higher education, particularly permanent extension of the American Opportunity Tax Credit and its consolidation with the Lifetime Learning Tax Credit and the deduction for undergraduate education. The report also calls for the preservation of strong tax incentives for charitable giving.

Survey Results on Contingent Faculty in Higher Education

The results of a 2010 survey of contingent faculty members and instructors in American higher education, published today by the Coalition on the Academic Workforce (CAW), have confirmed much of what has been reported anecdotally: part-time faculty members demonstrate a dedicated level of commitment to teaching and to the institutions that employ them, but this commitment is not reciprocated by those institutions through compensation or other professional support. The findings also describe larger course loads for teachers, imbalances in compensation in relation to not only professional credentials but also gender and race, and minimal participation in academic decision-making. Further, contingent faculty face longer durations of provisional employment and slim prospects for career advancement, with schools failing to meet their preference for full-time status.

According to a 2009 government study, 75.5 percent of all faculty members at colleges and universities in the United States are contingent: that is, they hold part-time or adjunct positions, have full-time non-tenure-track jobs, or serve as graduate-student teaching assistants. Part-timers alone make up nearly half the total professoriate. The US Department of Education, however, has not kept statistics on contingent-faculty salaries since 2003, when it last carried out its National Study of Postsecondary Faculty. CAW’s comprehensive survey, administered in fall 2010, was conducted in an effort to provide meaningful data for this rapidly growing concern. Of the nearly 30,000 survey respondents, 1,102 were CAA members: 591 in studio art and design, 362 in art history, and 149 in art education. The CAW report focuses on the largest group of contingent faculty: part-timers.

CAA is a founding member (1997) of CAW, which is a group of higher-education associations, disciplinary associations, and faculty organizations committed to addressing issues associated with deteriorating faculty working conditions and their effect on college and university students in the United States. Specifically, CAW’s purpose is to: collect and disseminate information on the use and treatment of full- and part-time faculty members serving off the tenure track and the implications for students, parents, other faculty members, and institutions; articulate and clarify differences in the extent and consequences of changes in the faculty within and among the various academic disciplines and fields of study; evaluate the short-term and long-term consequences of changes in the academic workforce for society and the public good; identify and promote strategies for solving the problems created by inappropriate use and exploitation of part-time, adjunct, and similar faculty appointments; promote conditions by which all faculty members, including full- and part-time non-tenure-track faculty members, can strengthen their teaching and scholarship, better serve their students, and advance their professional careers.

Andrew Delbanco, the author of College: What It Was, Is, and Should Be (2012), stated that, in 1975, 60 percent of college professors were full-time faculty with tenure. The reasons for the accelerated shift toward contingent labor since that time are many. Decreases in state funding, capital expansion without commensurate revenue, increases in specialized knowledge requiring thousands of course offerings, and swelling student enrollment all have had a detrimental effect on faculty budgets, more so than on any other area of expenditures in higher education. Jane Wellman, who led the Delta Project on Postsecondary Education Costs, Productivity, and Accountability, affirmed these observations in a recent New York Times interview:

What the evidence shows is that we’ve done more to cut costs in the faculty area than elsewhere in the budget, and we’ve done it by bringing in more adjuncts and part-timers. So there’s a handful of professors with tenure, who don’t teach very much, and then there’s [a] lot of people who have no benefits who do more of the teaching. I think it’s probably hurting academic quality, especially at institutions where the students are not well prepared. The attrition [of students] is mostly in the first two years, and that’s mostly where the adjuncts are.

While no hard evidence has determined that an increase of adjuncts has diminished the quality of teaching in higher education, the CAW survey results clearly demonstrate pressure on part-time faculty due to not only expanding workloads and larger classes—especially for part-time faculty teaching at multiple institutions—but also expectations to be involved in academic decision-making without additional compensation.

Professors of studio art and art history are acutely aware of all these issues. Enrollment has risen persistently for art-history and studio courses for years, while tenured positions have diminished. The survey results do bring some slightly positive news: median pay for contingent faculty in studio art and design and in art history is $3,000 per three-credit course (the nationwide median is approximately $2,700). In addition, workers at campuses with a union presence earn more than those at nonunion schools. Compensation is lower, however, for survey respondents who identified themselves as black, although the number of African Americans who participated in the survey was low. The CAW report will provide important data for discussions taking place in several of CAA’s Professional Interests, Practices, and Standards Committees. The Student and Emerging Professionals Committee will be addressing contingent-faculty issues at a panel at the 2013 Annual Conference in New York, which will include Michael Bérubé, president of the Modern Language Association and director of the Institute for the Arts and Humanities at Pennsylvania State University, who will present an overview of the Academic Workforce Data Center, a compilation of historical data of the growth of contingent faculty by universities. Bérubé will also discuss the need to nationalize the academic-job market. Jeanne Brody, an adjunct professor at Villanova University and Saint Joseph’s University, will summarize the ways in which adjunct faculty members are effectively organizing and advocating better treatment within the university system. Victoria H. F. Scott of Emory University will discuss the establishment of an Art History Society of the Americas, which would explore abolishing adjunct position types, raising salaries, collecting statistics, and setting policies to improve and monitor working conditions.

The Committee on Women in the Arts, which focuses on women’s issues in the workplace and beyond, will respond to survey results on gender. Although women make up two-thirds of all CAA members, they tend to occupy the lowest rungs of academia, while men continue filling the higher-ranking and higher-paid positions. To continue the discussion, the committee will present a panel at the 2013 conference, chaired by the artist and professor Claudia Sbrissa, on how the “feminization” of art history may have contributed to lower salaries and prestige for women.

Similarly, the Committee on Diversity Practices will discuss issues related to retention of faculty members of color during its panel at the 2013 conference.

Senate Committee Approves IMLS Funding; Congress Needs to Hear from You

This week, the Senate Appropriations Committee approved a bill to fund the Institute of Museum and Library Services (IMLS). While the bill would sustain the current $30.8 million for the Office of Museum Services for FY13, this is just the first step in the appropriations process.

The bill faces an uncertain future because it includes funding for implementation of the health care reforms enacted in 2010. In a preview of the difficult budgetary decisions to come, Appropriations Committee Ranking Member Richard Shelby said, “In this grave fiscal climate we should not fund programs we know are going to force our country deeper into debt…. We should not mortgage our children’s future for non-essential, unproven programs.”

AAM President Ford W. Bell urged continued advocacy. “At a time when every federal program is being scrutinized, Members of Congress need to hear from constituents about how IMLS funds are essential to museums and how successful they are in serving our communities,” he said. “Participating in ‘Invite Congress to Visit Your Museum Week’ is a great opportunity to demonstrate our value.”

The bill would provide $158.8 billion in discretionary funding, a $2 billion increase over FY12 levels, which is in line with President Obama’s FY13 budget request. The bill also includes $549 million (level funding) for the Race to the Top initiative, President Obama’s signature competitive grant program, which rewards states for making changes in elementary and secondary education.

We are writing in support of the Council of American Overseas Research Centers’ (CAORC) proposal to the Department of State Bureau of Educational and Cultural Affairs (ECA) to continue the work and operations of overseas research centers and of CAORC itself.

Our organization’s particular experience was with The American Academic Research Institute in Iraq (TAARII), without whose help we would not have been able to bring Salam Atta Sabri, the Director of Iraq’s Museum of Modern Art to the College Art Association’s Annual Conference in Los Angeles this past February. Mr. Atta Sabri was the recipient of a highly competitive and distinguished grant to participate in an international meeting of art historians, curators, and artists during the conference. From the outset, Beth Kangas, director of TAARII, and Nada Shabout, professor of art history at the University of North Texas, offered support in any way possible, including help obtaining a visa, help arranging travel, and advancing funds for the entire trip, because Dr. Sabri was not permitted to receive American dollars in Iraq. CAA could not have accomplished this work without TAARII’s active support. (Additionally, TAARII then arranged a speaking tour for Mr. Sabri to several universities in the United States, enriching his visit here substantially.)

As the scholarly world becomes increasingly global, organizations such as TAARII, and all the groups supported by CAORC, become ever more important. We fully endorse the CAORC proposal to continue the work and operations of overseas research centers and CAORC itself.

CAA’s Positions for Arts Advocacy Day

At Arts Advocacy Day 2011, CAA representatives from five states—Connecticut, Georgia, Pennsylvania, New York and Texas—will meet congressional staff to advocate for the visual arts in higher education. Organized by Americans for the Arts, of which CAA is a member institution, the annual event will take place April 4–5, 2011, in Washington, DC. CAA delegates will address the following issues of critical importance and invite you to register and get involved.

As the leading association in the world that represents professional visual-arts practitioners, CAA endorses government support of creativity and innovation that has made this country great.

CAA seeks support for artists and art historians who work in colleges, universities, and art museums, as well as for independent artists and scholars. The federal government must support professionals in the visual arts like it does for practitioners and scholars in other arts, such as dance and music. The professional practice, study, and teaching of the visual arts deserve further support because of the power these disciplines have to educate, inspire, and stimulate independent thinking.

CAA also believes that public and private partnerships should expand not only between schools and communities but also among the academic community in colleges, universities, and art schools.

CAA fully endorses the creation of an art corps comprising professionally educated artists and art historians who will work with students in urban schools on community-based projects, raising an awareness of the importance of creativity and professional artists. CAA also encourages government-sponsored projects such as Americorps and Vista to emphasize the visual arts. Young artists are eager to work on environmental programs that involve community-organized design projects such as, for example, mine-reclamation endeavors in which community recreation centers are established near cleaning pools for toxic mine runoff to help redevelopment the land.

CAA would like to emphasize that, in order to champion publicly the importance of arts education, America must support the preparation of artists and art historians who teach on a primary, secondary, and college/university level. The visual arts are integral to core curricula in each grade and at every stage of education.

CAA fully supports increased funding for the National Endowment for the Arts, the National Endowment for the Humanities, and the Institute for Library and Museum Services. Specifically, professional artists must supported on individual bases. CAA strongly recommends that the NEA reinstate Individual Artist Fellowships, so that visual artists can pursue and develop their work. Similar grants in other areas of the arts and humanities far exceed federal and private foundation grants to professional visual artists, who are often forced to abandon their own work to support themselves and their families. Professional artists desperately need government support.

CAA supports legislation to change tax laws for artists. The organization has worked hard—and will continue to work hard—to support the Artist-Museum Partnership Act, first introduced by Senator Patrick Leahy (D-VT) in 2005. The proposed act would amend the Internal Revenue Code to allow artists to deduct the fair market value of their work, rather than just the costs of materials, when they make charitable contributions. Not only has the current tax laws been harmful to artists, the creative legacy of a whole generation of American visual artists has been lost.

In addition, CAA supports legislation that would allow scholars to publish so-called orphan works, which are copyrighted works—such as books, pictures, music, recordings, or films—whose copyright owners cannot be identified or located. The House of Representatives and Senate has previously introduced orphan-works bills, and CAA hopes Congress will pass one in the coming session. The lack of clear laws and procedures regarding the issue has prevented many art historians from publishing orphan works, causing a great detriment to scholarly publishing and research.

CAA supports cultural diplomacy by enhancing international opportunities, through agencies such as the United States Information Agency, for professional visual artists and art historians to exhibit, teach, research, and lecture. CAA’s international membership testifies to the promotion of cultural understanding that occurs through international cultural exchange. Every year CAA seeks funding to support the travel of international art historians and artists to our Annual Conference. Current Homeland Security laws and a lack of government funding make it difficult for foreign art historians and artists to present their work and research at conferences, symposia, and exhibitions. CAA endorses streamlining the visa process and providing government support for international exchanges of graduate students and professional artists and art historians.

CAA supports providing healthcare to independent artists and scholars—a major concern for those professionals who are not associated with a college, university, or art museum and who attempt to work on their own to support themselves. Each state creates its own health-insurance legislation, and thus differences in laws regulating insurance companies prohibit professional organizations such as CAA from offering national healthcare coverage.




Earlier this year, the Coalition on the Academic Workforce (CAW) published an issue brief estimating 72.5 percent of all faculty members at American colleges and universities are contingent, that is, they do not have tenure or are not on the tenure track. Since no comprehensive national data exist for pay scales, benefits, working conditions, and involvement in departmental decision-making—let alone specifics on academic-based artists and art historians, and for university museum researchers—this figure cannot be verified.

For this reason, CAW has developed a Survey of Contingent Faculty Members and Instructors, which will examine compensation and working conditions, among other issues, at the institutional and course levels. The goal of the survey, which is live from September 27 to November 30, 2010, is to gather accurate information so that CAW may advocate more effectively at the local and national level.

As an active CAW member, CAA supports workforce equity through its Standards and Guidelines, advocacy efforts, and data compilation, and it urges all contingent faculty, instructors, and researchers to complete this survey and to alert others to do the same.

Open to full- and part-time teachers, graduate students (remunerated as teaching assistants or employed in other roles), researchers, and postdoctoral fellows, the survey is an excellent opportunity for CAW to count contingent faculty properly and record their working conditions. Survey results will be shared with you once they are compiled. This information will also contribute to a national database that will assist future advocacy work.

CAA specifically requested that the survey include distinct categories for artists, art historians, and related researchers, so that the visual arts will be fully represented. On an individual level, the conclusions drawn may help determine your working conditions in relation to national trends. Results will also inform specific CAA Contingent Faculty Standards and Guidelines, as well as future advocacy by CAA on your behalf.

Any serious reckoning of how Americans participate in arts and cultural activities must account for demographic and geographic diversity. Prior National Endowment for the Arts (NEA) publications, including the 2008 Survey of Public Participation in the Arts, already have examined the age, race and ethnicity, gender, and education and income status of arts-goers.

Another way to understand arts participation is by asking where it takes place. Come as You Are: Informal Arts Participation in Urban and Rural Communities is the NEA’s first research publication in several years to examine the “informal arts”—such as playing a musical instrument, attending an art event at a place of worship, or visiting a craft fair. This finding is part of new research from the NEA, announced earlier this during a visit by NEA Chairman Rocco Landesman to Chelsea, Michigan, as part of the NEA’s Art Works Tour. The publication provides an analysis of arts participation in rural and urban areas.

Free Webinar on the National Arts Index

This week Americans for the Arts will present a free webinar on the findings of the first annual National Arts Index, a measure of the health and vitality of arts in the United States between 1998 and 2008.

Randy Cohen, vice president of local arts advancement at Americans for the Arts and index coauthor, will host the webinar on Wednesday, January 27, 2010, at 2:00 PM EST. Outlining the findings of the study, the webinar is free and available exclusively to professional members of Americans for the Arts and Half-Century Summit registrants. Registration is required.

National Arts Index Results Released

In 2008 the National Arts Index fell 4.2 points to a score of 98.4, reveals Americans for the Arts, a national nonprofit arts group. This means, among other things, that charitable giving and attendance at larger cultural institutions have declined, even as the number of artists and arts-related businesses grew.

Other findings from the index tell us that nonprofit arts organizations expanded from 73,000 to 104,000 between 1998 and 2008, but a third of them failed to balance their budgets. Also, demand for the arts has been mixed. Although millions of Americans attended concerts, plays, and museum exhibitions last year, the overall percentage of those who participate in such activities, compared to the total population, is decreasing. The good news is that those who create art, whether that’s making music, taking photographs, or drawing, is up. The demand for arts education is also strong.

Those involved in the National Arts Index herald its usefulness in shaping the future of the arts in the United States. “As with key business measures like the Dow or the GDP, we now have a way to measure the health of the arts in America,” said Albert Chao, a member of the Business Committee for the Arts, a business leadership program of Americans for the Arts. To that end, the Kresge Foundation has awarded a $1.2 million grant to Americans for the Arts to support that vision.
